  I agree. Either the market association wanted a private service from Sembawang MRT to the market, or Tibs will just ask passengers to transfer to services 856 or 980.

  My answer is: no. There are services 856 and 980 nearby to Sembawang MRT station. And diverting services 167, 859 or 962 to serve the market is not possible.
