Firstly, 39 was launched later than 168. and technically, BNDEP and AMDEP should control it.
Secondly, AMDEP does not have enough buses to deploy 39, and hence the full control of 39 to BNDEP.
One problem why AMDEP does not ahve enought buses to supply is because AMDEP provides the full fleet of all BSH SGN AMK & YCK and st mikes services except 21 81 86 105 166
Of these 4, 3 are partially controlled by AMDEP. However, their fleet from AMDEP is in the minority as the other depot that controls the service deploys more buses on that service.
So, if 39 were to be controlled by AMDEP, how many can it deploy? 2? 3? It'd be better if everything is controlled by one depot right? It saves alot of trouble
