  I have checked the map of 1970s. Crawford Lane is once part of Sumbawa Rd. Sumbawa Rd stretched from the junction of Victoria St/Kallang Rd to Beach Rd.

  No Crawford Street has always been there.
  
  Sumbawa Road disappeared with the construction of the HDB flats.
  
  Check Streetdirectory.com for Crawford Lane and you can see the "remnants" of Sumbawa Road.
