the HG Sth Int closure has nothing to do with NEL rationalisation. The NEL rationalisation exercise has been fully completed and moreover in past editions of the guide, the guide is accurate as of 31 dec of the year before (i.e. for year 2000 guide, it's accurate as of 31 dec 1999).
