For SBST rebates, the time period is only 30 minutes. However, there are some buses with waiting times longer than 30 minutes, e.g. max waiting time of 103W is 40 minutes. Is this fair?

I think the fare cap has the condition of unlimited bus rides within 2 hours after the boarding of the first bus. SBST wont be that dumb to implement it the whole day.
