Tibs lose the bid to NEL, so Tibs had to give up Sengkang/Punggol to SBST, while SBST had to give up CCK and Bt Batok to Tibs. Yes, I'm aware of that. But th1988 pointed out that CCK/BB/BP was handed over to TIBS because CCK/BB/BP was considered a North district by LTA.
