Actually, the sv is just to link CCK to the parts of Bt Panjang that are poorly served.

If I did not remember wrongly, the Intra-town feeders were introduced in 1996 after the Woodlands Regional Interchange opened. Look in this way, yes Bt Batok is considered West. But that LTA treats it North, otherwise it wouldn't be given to Tibs.
Tibs needs to take over CCK anf Bt Batok "in order to fulfill residents needs"
