  Not necessarily, it could ply through someplace else first then to WDL. Anyway, 170 does not ply CCK, it only pass through CCK...

  If you don't mind, I would like to see your proposed route of the CCk-JB service.
  
  Anyway, if the service is to become a reality from CCK, it can ply thru Bukit Panjang and then go express via BKE. The only direct exit to JB from CCK would be either Choa Chu Kang Road or KJE. If it plies via Woodlands Road, then it will duplicate SBST 170. And of course I know SBST 170 does not directly ply thru CCK Town.

  It can take the BKE and and exit at the viaduct to Woodlands checkpoint (Like NR2's route) from Bt Panjang. Exit Bt Panjang like service 171 and 963 and go straight all the way.

  Even if the bus companies wanted to deploy high-capacity buses, I don't think M'sia would approve of it.

  It's too winding. From CCK down to Bt Batok then up again to Bt Panjang, then callling at WRI, is too long-winded. Another alternative to your proposed route would be to start from Bt Batok Interchange instead, then on to CCK, Bt Panjang and straight to JB via the Checkpoint. I don't think the service should call at WRI.

  I feel the the suggested route from CCK and JB is too winded. It definitely required more than the 20 buses that TIBS had earlier agreed to deploy.
  
  Without sufficient buses plying between CCK and JB, commuters have to wait for a long time at both Singapore and Malaysia customs (for customs clearing). And it might deter commuters from taking TIBS services.
  
  Even if TIBS plying between WRI and JB, with jams and with only 20 buses, one might not take TIBS services if one has to wait for 15 minutes for the next bus at Singapore Custom, another 15 minutes at Malaysia Custom to Larkin.
  
  For me I would still take SBST170, even if TIBS ply between Kranji and JB.
  
  Why SBST170 still proves popular despite competition from the Malaysian buses? (though Malaysian buses has good frequency too)

  From my experience and circle of friends, it's because of the EZLink. They don't have to bother with cash. For me, cos I can use my bus concession on it.
  
  But if I had to pay extra, I would take the Malaysian buses. To Kota Raya, it's 3 cents cheaper than EZLink and a good 20 cents cheaper than cash. (I think SV170 is cheaper to Larkin than CW1, though.)

  Indeed, I choose SBST170 over CW1 was I don't have to bother with cash (moreover I have the rebates).
  
  However if everything being equal between TIBS and SBST, do you think commuters will still choose SBST170 over TIBS?
  
  I would feel that if bus frequency for TIBS service was 15 minutes, commuters might prefer SBST170, remember that commuters had to board buses again at both SIngapore and Malaysian customs. A long waiting times will deter commuters to pick TIBS services.

  I'd take CW1 as they operate MANs, quite rare here.
