i guess the cost benefit ratio does not justify the need for seatbelts. buses being alot more massive and hence stable, and the likelihood of buses speeding, means the likelihood of passengers getting hurt while taking a bus ride is smaller than in cars.

Yup, sometimes, esp if the buses are going very fast. I can't imagine having the traffic police making their checks in a double decker bus.
Having seat belts would definitely just increase the operational costs of bus companies.
