Commuters to bear costs of increased security

On a news flash of Channel 8 news, it was mentioned that an interview with the Transport Minister revealed that commuters will have to bear some costs for increasing security by public transport operators.

i'd mind if the transport companies increase prices and then pretend to actually increase security...

Is it the train marshals instead? I'm more worried about the Euro6 standard by 2006, which TIBS had mentioned of a probable 30% increase in operating cost.
