There was once when there was both Hougang Ctrl Ter and Hougang Ctrl Int in 1999 - 2000. One had boarding and alighting facilities but one doesn't. Buses heading towards North-bound Upper Serangoon Road such as 74 and 147 (I think 165 too) used the bus stop along Upper Serangoon Road as their boarding berth.
The interchange shifted to the temporary interchange beside Hougang Plaza in early 1998, and was then became a bus park for 4 services.
