  technically NBR cannot, as the boarding is done outside the terminal and not within the terminal. similar for changi village. if u notice, the fare stage for all services terminating at NBR starts at 1.5 coz fare stage 1 corresponds to NBR terminal

  The bus stop is specially dedicated to NBR Ter svcs... so don't care about fare stages.
