I am inclined to believe that the orange buses are by private operators as I have seen some of those buses ferrying people in other parts of Singapore. These buses were once deployed on the Tiong Bahru MRT-Sentosa service (ex-Sentosa C) and WTC-Sentosa Visitor's Centre service (ex-Sentosa A). I believe these buses belongs to Woodlands Transport which took over the operations from SBSL. SDC owns the B7RLEs and the B7Rs, as reported in the media not long ago when SDC announces its acquisition of the so-called Singapore's first wheelchair-accessible buses.

If I am not wrong, they are built with coach chassis. The low floor B7Rs (B7RLE) are in the range of RU 37xx.
