Even with a little cow sense the manager would have known there was bound to be a jam. On Sundays there are a lot of VOs parked inside HGDEP. Surely he could have deployed them to help with the load but no, he chose to be obstinate and "stick to rules". They should know. In my opinion, if they don't know demand then what's the point of running a business. Let's say you want to buy something, but once you reach the shop the owner says it's sold out because "we thought noone would buy from us today what".
