The situation there is different from the one in Punggol. This town is unique as some parts of the estate are quite old (Blks 1-7, much like Buangkok South Farmway estate now incorporated into Compassvale neighbourhood). However, it never had a bus interchange but got the MRT first. Even so, there were no feeder buses inside the town. A stark contrast to Sengkang as the latter had 371 and a temp interchange from the start, even though both towns are of the same age.

So long as 167 continues to pick up passengers from that particluar berth in Bt Merah Int, it is not likely. The bus drivers always find it difficult to U turn, given that the road structure at the interchange gives it very little space to U turn due to the stoopid position of the berth.
And at the Sembawang Road end terminal, given the small roundabout there, i think it is not likely.

I feel that chances of 962 staying intact is much higher than service 859. Just gut feelings.
