Under-utilized, yes, but last weekend I saw many people waiting at these bus stops. It's all a matter of timing. FYI, there were 4 exhibitions going on concurrently at Expo last weekend. If these services didn't ply that area people would be complaining at having to walk in the heat.

Expo already has a MRT station next to it. Those in Simei and Tampines can take the trains while those in Bedok South can take service 12.
Upp Changi Rd East needs a link to the nearest, most convenient MRT station, which happens to be Tanah Merah. Expo is too cumbersome, so keeping Sv 38 is the way to go. Simei residents have alternate service 12 (although it doesn't go into the heart of Simei).
