  Since they are to ensure the safety on travelling on public transport, I believe that they are given power by respective companies to stop and check belonging of the person whom they think is suspicious. Of course, they can't check anyone as they like.
  
  They are working just like the security guards at any buildings, just that their "offices" are at interchanges and trains.
