Only those who have a pass can enter PPFT. I tried to board service 189A towards PPFT at Kent Ridge terminal but the bus captain asked me to board service 189 instead, because the bus will later pass thru the PPFT checkpoint and pax onboard need a pass to get in.
The reason why pax on service 177 can remain on board is because its route inside MINDEF is not in restricted area. For service 189A, the bus stop at Pasir Panjang Ferry Terminal (Harbour Dr) is inside PSA restricted area, so only authorised personnel can remain on board. A service 189A captain told me this. Same style like services 9, 19 and 89 at CACC.

Even so I feel that 189A should allow pax on board, and if anyone tries to alight without pass, he cannot enter PPFT, so it WOULD be pointless to alight since PPFT is only one stop. Service 189A trips after looping at PPFT, were re-numbered back to service 189.

IMO, West Coast Ferry Terminal is used like PPFT, is for people going to offshore islands. PPFT is for going to Shell Bukom Refinery.
As for 83A, it is the last few trips (If I am not wrong) as such trips ends at Sengkang Int only.
