Yes, the bus company would violate the regulation in this case. Two days ago (14 June), 3603 which is a non aircon Scania was deployed on Townlink 291, which is declared as a full aircon service.

Regulations usually restrict flexible use of resources. I rather see a non aircon bus rather than no bus. Thus, in this aspect, it would be foolish for a bus company to adhere to this regulation, making this regulation obsolete.
