It is 10 mins during off peak, look at the SBS timetable at the TV screen. If buses arrive early, isn't the frequency going to be more than 10 mins if the behind trip is on time? I have in fact caught some drivers arriving very early, I have since reported the matter. What's more they are not affected by me, just that they do agree with my suggestions after viewing with the "overall demand". Overall demand means the entire bus rt average demand.

these areas used to have 232 237. However, when these 2 merge, the pax load go to 238. Thanks to this, 238 has a better freq of 3-4min during peak and 4-6 min off peak

238 justifies for double decks. However, due to the number of old folk using the service, it'd be very troublesome for them to move around in a DD. That doesnt mean that they do not move to the upper deckz.. TownLink Service 291 even got VO3x in their fleet.. and.. Even if people are taking 3 stops.. they do also move to the Upper Deck of the bus... As for your 231 thingy, the general public abide by this rule: take the first bus that come. as long as i can reach my destination, good enough.
