Situation 1. I have seen it for myself. At the bus stop opposite the pass office, 1 officer will board the bus from the entrance and check the passes of every passengers onboard, then alight by the exit. I accompanied my father sometime in the mid 1980s to CACC, onboard service 9 for a fun ride.
