Licence digit suffix check update for "TP" series

  with reference to the archived thread at http://www.sgforums.com/?action=thread_display&thread_id=58195, i have spotted a TP vehicle with suffix and the corresponding first suffix is 'B' i.e. TP1B.
  
  the irc script for generating "TP" series suffix is available at http://www.starhub.net.sg/~tamago/liccheck.txt (right-click, "Save Target As" & replace original file at irc directory). alternatively u can check the suffix of TP series by checking the corresponding suffix of SCU series.

  RD is out. it stands for "Research & Development" type. haven't done the mapping, but RD3000 is X.
