Ya, the Govt has made only Euro4 or CNG buses to run on the roads aft 1 July 2006. You didn't know? I dont think SBST or TIBS would be so stupid to scrap the VSOs or Habits when they're just a few years old?! Sorry, only new buses can be accepted at this stage as there is no Euro4 engine yet. You think bus company have so much spare cash on hand to buy 3000+ buses at one shot just to comply with the ruling? And have you thought how long it will take to deliver the buses and get them on the roads? Obviously not, correct?
Moreover the ruling only applies to NEW BUSES REGISTERED AFTER 2006, and NOT all public buses running on SG roads then.
