Will current svs be diverted to serve there?
There will be shuttles to serve bet T1 - T2 and B.T -
my guess is no. they will keep it as a secondary terminal to the main terminal with probably direct public bus service to city ruled out to keep costs low by not building bus bays for them.

Berita Harian reported that public buses WILL serve the new budget terminal, slated for completion in 2006. The new single-storey terminal will be constructed beside the SATS Inflight Kitchen, which is on the T2 side of the airport. T3 is being constructed opposite T2.

Just move the bus stop at Airport Blvd (To City) into the terminal... But terminal 3... well mr, its not a simple soln of just shifting bus stops. the traffic plan also has to be taken into consideration. Monorail? I thought skytrain. the last time i read about plans on changi airport, it stated that two new set of tracks (1 public, 1 transit) will be built between T1 & T3, and T2 & T3. which is to say, the tracks will not be linked at all but each section will transfer passengers between two of the terminals only. tis is due to impossibility of having a passageway for the skytrain to move through the whole of current T1 & T2 so they have to do with individual sectors at each end of T1 & T2. and the sector between T2 & T3 will go over airport boulevard to reach the new T3.
we can walk from the MRT station to T3. as we know, one end of the current CGA station links to T2, and the other end (which has yet to be opened, jus across the interior skybridge) will bring u to T3. u see, the station is built right under airport boulevard and the roads adjacent & parallel to it. -
My suggestion can only be a interim solution
But how is Changi Airport going to make a rail bet the 3 terminals? You see the current monorail -
IMO, I think the new CGA Monorail System will be intergrated with a bus ter/int. The buses terminate there, than, people will take the train that goes to the terminal they're slated for departure.
