Basically, there isn't any trial for VSOs to be sub buses for services that use Double Decks. If it's a bus that is not utilise on that day, it can be taken out and operate on another service, whereby its bus(es) may have gone for maintenance, or broke down. Such operation is a norm to any bus operators.
Regarding to depot changes for the 2 interchanges, I feel that SBST per se is trying to group their bus interchanges with accordance to the NEL. There was one newspaper article (around 1999) stated that if SBST takes over NEL, its benefits would be to rationalise both Bus and Rail, which was happened in July 2003, and now, depot transfers. -
I think AM/BRAM is not taking 63 & 94 at all. Maybe not enough bus.

Just to add, 05/09 will be a busy day for Jurong East. Not just the launch of 160 by a event (Launching by a minister). The AOH shuttles as well -

Svc 75 is not coming under KJDEP afterall. Svc 64 should stay at HGDEP. -
