AFAIK no services were transferred to HGDEP after svc 111 moved to full ARBP control.

wat u saw was possibly 8023H, 8026A or 8027U. these 3 are alrd on 78. the retrofitting of the engine seems good. 8026A has the new SBST red coloured seats while the rest use Strider-like blue seats.
8024E and 8025C are a training buses with amdep and hgdep.

IMO, ARBP can close & be swapped for another plot of land in Loyang. Then PSR svcs (& possibly some TAM ones) can be transferred from BNDEP, freeing up space for the "displaced" BDK Int svcs under the West Dist outpost.
