change your tax rate to give u the highest tax income, your citizens cannot riot hence it doesn't matter
is your government type n national religion what your ppl are happy with?
if not, just post what they want here n i help u find the correct one.

btw : who is yr mentor? . My citizens are happy at the level of 17.80. To make them happy i placed mix races and government as democracy. Adjusting government positions can make citizen happie as well. -

try to change your tax rate, since u apparently set it at 10 to 16%, try to adjust it to see what is the highest tax income for different tax rate.
the rates are 16%, 20%, 23%, 25% n 28%. -
