Both move equally slow because no one riding them.

Sounds like a boundary layer question. You want me to assume laminar or turbulent flow? Reynold's number?

the difference will only come after certain speed where the air risistance surpases the turbulent velocity thus giving unatural and additonal air resistance
in short, at higher speed the one w the less things are faster.....
considering all other aspects the same
