How do I transfer vehicle ownership? [ top ]
Step 1:
The current registered owner and the buyer must complete a transfer of ownership application form and submit it together with the following documents:
Original vehicle registration book/card;
Original insurance certificate in the buyer's name;
Original NRICs of both the current registered owner and the buyer if they are Singaporeans or Malaysians, original passports, if they are of other nationalities. Alternatively, a valid Power of Attorney authorising a third party to effect the transfer on behalf of the current registered owner or the buyer may also be acceptable, subject to the Registrar of Vehicle's direction;
Original and valid vehicle inspection certificate, if vehicle inspection is required prior to the renewal of road tax;
Original Company Registration Certificate, of either the current registered owner or the buyer or both; if the vehicle is or will be registered under a company's name;
Original NRIC or passport (for foreigners) of the manager who is authorised by his company to sign the transfer of ownership application form and effect the transfer of the vehicle, if the vehicle is or will be registered under a company's name;
Original road tax disc, if the vehicle is to be re-registered or transferred from a private individual to a company or vice versa; and
Original Vehicle Parking Certificate which must be in the buyer's name, is already in force on the transfer date and covers the full period of valid road tax, if the vehicle is a goods vehicle with maximum laden weight (MLW) exceeding 5,000kg, or a bus with seating capacity exceeding 15 passengers, or a trailer with MLW exceeding 5,000kg, or a mobile crane and recovery vehicle with unladen weight (ULW) exceeding 2,500kg.
Step 2:
Pay the following fees:
Transfer Fee: $3 for motorcycles and scooters $10 for all other vehicles
Additional Transfer Fee: 2% of the value of the vehicle, subject to a minimum fee of $5 in the case of a motorcycle and $20 in the case of all other vehicles. The value of the vehicle will be determined by the Registrar of Vehicles at the point of transfer of vehicle ownership.
Additional Levy: No transfer of car ownership is allowed within 3 months of registration. An additional fee on top of the current transfer fees for transfers made within the next 3 months following the 3-month ban; the additional fee is the positive difference between the quota premium of the relevant car category at point of transfer and the quota premium paid for the registration of the car.
Can the vehicle ownership be transferred before the GLA or GP is granted by the court? [ top ]
Transfer of ownership of the vehicle is allowed provided the following documents are produced:
Certified true copy of the Petition for Grant of Letters of Administration or Grant of Probate filed with the Court by the lawyer;
A letter of undertaking from the lawyer to forward a copy of the GLA or GP once it is granted by the Court; and
A letter of indemnity from the administrator(s) or executor(s) of the estate of the deceased witnessed by the lawyer to indemnify the Land Transport Authority against any claims arising from the transfer of ownership of the vehicle. Alternatively, you may approach the Public Trustee's Office, The URA Centre, East Wing, 45 Maxwell Road, #05-11/#06-11 (Tel: 3251500) for assistance if the deceased's estate does not exceed $50,000 and/ or he is not the owner or co-owner of a company.
What if the registered owner has passed away? [ top ]
If the registered owner has passed away, the administrator(s) or executor(s) of the estate of the deceased may either:
Transfer the vehicle ownership to his/her name; or (if the vehicle is a taxi, it can only be transferred to an administrator or executor of the estate of the deceased. The administrator or executor may own the transferred taxi till the end of its 7-year statutory lifespan. Therefore, no replacement of the taxi is permitted).
Transfer the vehicle ownership to a third party. For this purpose, an original Grant of Letter of Administration (GLA) or Grant of Probate (GP) must be submitted to LTA for the Registrar of Vehicle's inspection.
How do I transfer Ownership from a diplomatic vehicle? [ top ]
Step 1:
The seller must:
Seek prior approval from the Ministry of Foreign Affairs (Tel: 3361177) to sell the diplomatic vehicle;
Complete a valuation form at the embassy and forward it together with a copy of the vehicle registration book/card to Customs & Excise Department, 55 Newton Road, #10-01, Revenue House (Tel: 3552000), to obtain the diplomatic vehicle's Singapore Customs Open Market Value (SCOM Value).
If the buyer is not a diplomat, he is required to:
Obtain a Certificate of Entitlement (COE);
- If the vehicle is registered before 1 May 1990, the buyer needs only to pay the Prevailing Quota Premium (PQP) of the relevant vehicle category;
- If the vehicle is registered on or after 1 May 1990, the buyer will have to bid for a COE under his name. Alternatively, he may acquire a Category E COE and transfer it to his name.
Complete an Inward Declaration Form* and submit it together with the following documents to the Customs and Excise Department:
- Customs-assessed vehicle valuation form from the seller;
- Buyer's NRIC/Passport (for foreigners);
- Original vehicle registration book/card.
* The Inward Declaration Form is available from Singapore National Printers or designated bookstores at the World Trade Centre.
Pay Customs duty at the Customs and Excise Department.
- If the vehicle was imported before 1st April 1994, the Customs duty is approximately 45% of SCOM Value.
- If the vehicle was imported on or after 1st April 1994 but before 25th November 1998, the Customs duty is 31% of SCOM Value + 3% GST.

Step 2:
Send the vehicle to LTA, Vehicle and Transit Licensing Division, 10 Sin Ming Drive for inspection.
Step 3:
Apply to effect the transfer of vehicle ownership at LTA with the following documents:
Approval letter from the Ministry of Foreign Affairs for the diplomatic vehicle to be sold;
Original vehicle registration book/card;
COE in the buyer's name (if applicable);
Transfer of ownership application form duly completed by the registered owner and the buyer;
Original passport of the registered owner; (If the vehicle is registered in the name of an embassy or consular mission, the embassy or consular mission's official seal must be affixed onto the transfer of ownership application form. The original passport of the diplomat who is authorised by his embassy or consular mission to sign the transfer of ownership application form and effect the transfer of the vehicle must also be submitted);
NRIC/Passport (for foreigners) of the buyer;
Original insurance certificate in the buyer's name, which should already be in force on the transfer date and covers the full period of the new road tax licensing period for which he is applying;
Customs Inward Declaration Permit with the SCOM Value shown and Receipt(s) for Customs duty (and GST, where applicable) paid;
Vehicle Inspection Report certifying that the vehicle has passed LTA inspection;
Successful bidding for vehicle registration number notification letter (if applicable), and
Current road tax disc of the vehicle.
Step 4:
Pay the following fees and taxes:
Registration Fee; *
Additional Registration Fee; **
Transfer Fee;
Additional Transfer Fee;
Road tax for 6 or 12 months;
Top-up of Quota Premium, as the buyer only paid half the bid amount as deposit when he bidded for the COE (if applicable).
