It's not for judging speed; there are actually two sensors on the ground; first one is near the stop line, second one is further up. When you pass any sensor, the camera will take a pic. If only 1 pic is taken, i.e. you only passed the first sensor then you will not be booked(coz u managed to stop in time). Nope, sometimes ppl don't know that there's a camera there. The main purpose, I feel, is still to ensure that they do not pass the second sensor and not so much of judging their speed. If you're talking about speed, then, if you're travelling at a fast speed, you can easily get past the junction in time.
