  yes it can , but he needs to take a theory test , and will be given a class 2b license and need to put p-plate.

  If ur Malaysia license in that particular time is L plate, then ur Singapore license that u converted is P plate...
  
  So, wat we need is take the theory, then after passed the theory, go back to Malaysia JPJ to get a letter to verify that u r "free from record", then come back singapore and get the Singapore license.
