Is helmet for traffic law or safety purpose?

When I walked to my office this morning, I saw a police officer passed by me on his motorboke. I notice that the officer is a Singh and therefore wearing the 'head cloth'.
I wonder if there is any exception to such case, and even if he is a police officer, he does not need to wear any helmet because of the cloth.
I am definitely not racist about this, just showing a concern to the community.

he dun wear helmet not cos he's occifer... but cos he's a singh.... whr to find such a huge helmet for singhs?
u observe porperly, singhs dun wear helmets.. which is extremely dangerous... -

How about we rest the responsibility on you to design, cosntruct and sale of such helmets for Singh Riders......really would show your 'concern'. -

or u ask them to shave bald. which i believe cutting off de head would be more feasible.

Maybe we should suggest that our Members of Paliarment be madatory to wear helmets and not reproduce children. -

Anyway, I known sikh families to starch the turban clothe to such extent....that it does equate to bullet proof materials.

It was actually a bunch of doctors that got the government to make helmets compulsory. They noticed that many of the motorcyclists that are stretchered in die of head injuries. They could have broken bones and become crippled or amputees, but it is usually the head injury that do them in.
Helmet don't save lives.
At best, it makes you to be aware of your vulnerability everytime you put it on.
You tumble and land on your head.
Your head slam on to a vehicle.
Your head bounce on the road.
A heavy vehicle runs over your torso/head.
You break your neck.
Any one of these and you're dead.
Good padding in your helmet is very important.
When you fly, and your helmeted head hit something and stop suddenly, your brains going to get squashed by the momentum. The padding could provide the braking effect to the head so that the brains won't bunch up in your skull.
Its a very slim chance, but hey! its better than nothing. -
