Well I think the super4 rider really scared till run away as he knew he's gonna pay a heavy compensation. Blame his luck to have 2 expensive vehicles around him.

As long as the hit is in a public place, and the driver/rider is in control of the vehicle, and flee the scene with his vehicle. Not necessary for the engine to be running, or be on roads.
Of course this is being legalistic, people usually don't see as such.
For the victim, it is a case of Park and Found. You park, come back and find your vehicle damaged.
Also, if you're drunk, don't push your bike, don't even sit on it. You can be charged with drink-driving by a wise-guy cop. : Being intoxicated while in control of a vehicle.
