Drivers smoking and driving at the same time

Have you guys/girls encounter drivers who smoke and drive at the same time with their hand holding on to the lighted cigerattes outside their car window?
I really hate it when they just wave their cigeratte ashes outside the window. When we are riding behind them, the ashes often flew to us. Has any of you encounter the same thing as well? -

i always make sure there is no bikers behind before i flick my ciggie ashes, cos i used to take bikes, so i noe how it feels like.

wat is annoyin as a rider is that u know sometimes when we drives, e screen is blur we wil splash some water n detergent n use e wiper to cleanse it but we got e riders behind kana all those dirty waters..
