  basically that..
  
  you just swab the surface of something, smear the stuff on the plate so that bacteria cultures will grow so you can look it under a microscope..

  just had a look at a malaysian paper and their report of the land reclamation decision was so friggin lame!! just trying to twist the judgment around man.....
