What's the rationale behind expending all ammo?

Have you ever been issued ammo... then due to sudden change in weather, training have to be cut down, in return you are left with LOTS of ammo to expend?
Why do we have to expend "almost" all of the ammo that is issued?
Can't we just return the unopened boxes and save SAF some $$$?
Does anyone know the rationale behind having to expend all ammo before returning RAIs? -
i think the reason for not expending must be good. hence if it is a sudden cat 1 that cause the exercise to be cut, leading to extra ammo, they would have no problems accepting the unused ammo. however, if its purely due to the folly of the personnel indenting the ammo, causing him to over-indent, only to return large amounts after the exercise, he would be penalised for causing extra admin, and for over-indenting. future indentations may be affected thus. this is not dissimilar to the practice of expending allocated budgets at the end of the work-year by certain organisations in order to achieve a certain acceptable utilisation rate.Originally posted by Ponders:Have you ever been issued ammo... then due to sudden change in weather, training have to be cut down, in return you are left with LOTS of ammo to expend?

maybe it's also cause you don't want anyone to smuggle home live ammunition?

u are suppose to expend all ammo issued is because due to the weather all those..It may cause the ammo to decrease their conditions..And if alot of rounds are return..The ammo storeman will have to inspect all those boxes that have been opened..This is not a small sum..And ammo are constantly restocked..If old ammo don't go, how do new ammo come in..And the old ammo maybe reaching their shelflife soon anyway..So just expend it as many as possible...

Well, they got a certain percentage of ammo one must expend. So whether rounds are fired or not, still gotta expend it until that percentage is attained.
As to why must expend this percentage of rounds indented, no idea on the budget side. But I guess why would one not make careful planning regarding the number of rounds to be indented. No sense indenting one thousands and expend a 100 at the end. Very leceh for the ammo man to collect it all back and count. Show no proper planning too. But range officers just go ard this rule by expending spares.
As for RAIs, they are brought in to be weighed. -

last time also, some fellas failed to finish all the rds...end up the FI shoot for them 'magic bullet' to help and to make things easier.

like last time my BMT, all the sgts simpily "own time own target" finish off all the unexpaned rounds.
pity that poor recruit whom rifle was lent to the sgts, have to clean his rifle like hell the following night. -
Dun have to count how many unexpended rounds there are lor..
Going to the ammo dump late at night and having to account for how many unexpended rounds there are is definitely not fun for the ammo dump personnel, spec/officer, and the trainee/man that went along as ammo party -
always tio ammo ic because of rank(2SG) its troublesome to return more than 20 percent of drawn ammo back to ammo base because it means that statement have to be written by ammo ic and OC/Conducting Officer. But the worse kind is to get unexpended ammo in RAI bags returned by the trainees/men. some just want to have an easy way out and dumped everything together and sent back to ammo point.... bastards

Few months ago, I returned 65% RAI during 1 of the 3 range days. No problems at all. Thunderstorm the whole day, no way we can proceed shooting after the zeroing session. We gave up night range, and packed up.
Ammo base people are not unreasonable if you justify why you cannot expend the ammo. But if you miscalculated on your part, then you STILL can return the ammo, but later need to answer (to who I'm not sure). -

i've a question. those Ammo base people still have to work after the range is over right? considering they've so many rounds to clear. cos last night while i was on duty, the Ammo base people returned the ammo dump key to us at around 1.30am in the morning...
