Actually, I'm prepared to concede that the "scout" is comparatively more hardcore. They're almost certainly the vanguard of the frontline guys, more often than not on foot & within line of sight of the enemy. S'pore don't specifically use the terms, but the Americans call their own commando version "Force Recon" & their snipers "Scout Snipers", for instance.
By contrast, IMO the "recce trooper" is generally less frontline, like with the BRC (a divisional entity) or Arty's Recce-&-Survey Team (my own). They can comparatively be more vehicular-based - though with a lot of autonomy - & can be involved in ground reconnaisance for heavy-duty field deployment, rather than specifically hunting for the enemy.
In both cases, "First into action, Last to be out" applies, though obviously with different mission objectives, terrain & exposure to danger.
