  In the SAF. Only 1 rule applies.

  army guys may have financial burden outside, the allowance from SAF is too little so they work in the evening time

  for NSFs, i believe they are not allowed to work full time outside...

  no you are not allowed to work, unless you have the explicit approval from your superiors.
