hm.. this is a very unusual circumstance.
there are various reasons for staying in, especially if one is undergoing training. if the person is deemed to need to stay out, chances are he will be put on a different vocation - one that does not require staying in at all, e.g. storeman, clerk, etc.
that is my logic. not sure if it really applies.
