"Army 2000" is a sheme that started around 1995. It was the scheme that advocated more welfare in the Army. That philosophy has affected the NCC.
So pre 1995, when the NCC was still using the Temasek Green Uniform, you had to starch your uniform still it stood. The way i remember it: apply the starch to the underside of your uniform, leaving about one hand's width at the bottom of the uniform unstarched. This is so that you can tuck in your shirt. Then let it dry overnight on a hanger.
NOW -> NCC = faggots. I had the opportunity of talking to a group of them just a few months ago, and, i am not impressed. The NCC Specialists could not get the men to shut up, they were too fu.ckin' noisy and they even dared to crack jokes at the specialists!
And yes, the boots had to be shiny. And i don't mean instant-shine type of shiny. I mean the shiny obtained by applying melted kiwi to the toecaps.
Discipline should start from young.
