as for greeting, well, by right you should, as long as the officer is also in uniform, meaning you can clearly see his rank, since it is stated that due respect should be given to commissioned officers, with no mention of place or time. but of course, the officer would and should be able to understand the circumstances.
in any case, i address my superiors as 'sir' even if i meet them outside and we are both in civilian. for that matter, i address my past superiors as that too, even though they may no longer be my superior! i simply feel awkward addressing them as something else!
there was once a cadet (based on my assessment) addressed me in public (though discreetly, when he went past me), because i happened to be wearing my ocs singlet as i went for a run!
