what do you mean by "professional qualification"? if that is required of all instructors, SAF would be devoid of them. and what is an "advanced combat course"?
but yes, they are not equipped to instruct on specialised courses - they would have to go through the course first before being able to do so. and i beg to differ that they are "merely junior HR management trainees". an OCC definitely trains a cadet to handle more than HR matters. in fact, HR is one of the smallest portion of the course, if HR is taken in the broadest sense of word.
in general, a cadet would have been trained to be knowledgeable and proficient in the combat arm. with the training and knowledge he would be qualified to instruct on the syllabus covered in his subsequent posting. this is no different from specialists who have passed out of SISPEC going back to SISPEC or BMT as instructors. if that is acceptable, why should it be different from cadets, who have, in fact, received more training?
