  My friend he is in the RSAF, he signed on as a spec when he got NITEC-Cert. During his serving days, he went to take on diploma. He graduated, he intend to convert to officer?
  
  Can he able to convert over?

  Only local poly diploma, private/overseas certs on a case by case basis.

  unless your fren wants to cheong for a degree...if not max it's major for him ..unless he got the chance to kill some terrorists..i guess for a dip holder..specs got more prospects..
