So he could be an ex-SAF chap allowed to display his airborne wings. Or else, he was sent on a confidence course ( mountain climbing, airborne, diver etc) , which I heard can happen, during his tour in STAR.
in my bac course there were STAR, NDU, infantry, bruneians and even NCC other than CDO inside, so its not strange alot of people have the airborne wings. but only CDO and NDU undergo the combat jump
