Actually Guards are supposed to be elite infantry, but they don't win best infantry as often.

Well, with CDO getting first pick through the vocational interviews, it's not exactly a level playing field, is it? It's pretty much like RI producing the top students every years because they get to pick the kids with the best PSLE results - start with the best raw material and you're likely to get the best results.
If anything, the pressure is on CDO to keep getting best unit - with all those advantages, it's embarrassing to fail to get BCU.

lets be fair.... SAR have won the best combat unit before.... so everything is possible.... SIR are also doing very well, winning a couple of times...

One reason why the almost the same units win is becos once they find the winning formula, they know how to maintain the edge over the others. Its really very tough for other units to catch up. However, whats not known to most is that the winning margin tend to be very small like 0.1 point diff. Units know that, thats why they continue to work hard to hopefully win.
