The SAFTI State Colours is on the left, observe closely and you will be able to see the scroll in blue. It is only paraded during OCS Commissioning Parades (as far as I know...).
In the past, many units had both the State and Regimental Colours (Ie. 1st CDO BN). After a revision of the Colours system, all unit State Colours were retired, but the SAFTI MI State Colours was left untouched. The unit State Colours look similar to the SAFTI MI State Colour, but the scroll would be inscribed with the name of the unit.
I don't understand what you are trying to say. You stated there is no SAFTI MI State Colours, then the last line you said there is. Regimental Colours are not awarded to Divisions, only units.
