They are just waiting in line for their pictures to be taken with the president.
Uniform or not, they still have to queue for their turn. -

Yes, or in the military favoured way of shortening everything = ADCs. They are there to serve the president, especially in ceremonal events. Kinda like a high ranking runner.
In a pinch they can throw themselves over the president to protect him.
But usually those appointed are high profile high fliers. A few years back (quite a few years) a commando Capt Bernie something was appointed. Ne moved up the ranks quite quick. -

I did remember there is a selection process to select the ADC right?

they are called adjutant , how i know
because i was in the navy for 6 yrs as a specialist
once they reach rank of major
they will be accompanying president at military function lor
just like a cpt rank is for the chief of navy personal assistant
