For chain of command, the unit CO, few officers, Chief WO, Specs and men will run...
As for change of command, normally is a parade, speech, hand over the symbol (what do you actually call that?) of command, taking the oath and the SAF pledge. Most of the time, the formation (e.g. UNIT CO) commander, e.g. Base commander will be present to witness the whole thing.
If the change of command is for the commander of formation (e.g. BASE commander), more senior officers will be present, might not be the Chief Officer (like COA, CON, COA), but will be the rank of Brigadial-General (BG / 1 star) or Rear-Admiral (Radm / 1 star).
