doubts to clerify

i noticed that ppl with universty certs get to go to the hq to work...whereas ppl who only have o level certs but served for 20 years can only be warrent officer(max)and somemore warrent is nco....abit unfair right?
not all the ppl at hq are effective if got war....ya lar...ppl with better qualifictions should go to hq...but set a limit lar....very unfair to those lao jiao....very bad for the country in times of war... -

The capable ones do move up to higher positions, and there are quite a number of WOs who have impressed me when I did my NS.Education is not the only factor in the ability of a soldier. -

on the other hand .... the military is one of the few organizations where different people advance their careers along different routes ... being a wose is different from being an officer .... the appointments that you get, your job scope, etc, would all be different ... There IS a glass ceiling inherent in the military's organization (i'm not talking about being an SAF scholar or non scholar here) ...
I am not going to say if this is good or bad ..... but this is the way things are .... and i suppose people sign on as a regular with both eyes open .... so i expect they've all accepted that this is the way things are -
actually, those CMI type also get thrown into HQ.
