  If I'm not wrong, that's the cadet Wing Sergeant Major rank. Basically he's the guy that gets screwed over by the real Wing Sergeant Major during his term of office.

  but people come out from OCS is a 2LT...1 chocolate bar only but is on the shoulder...His rank is much more bigger than urs lor...He will still have the final laughter..

  He is the Cadet Wing Sergeant Major(CWSM), in charge of running errands for the WSM and doing lots of sai kang.

  This cadet could either be in ST1 or ST2. He is currently holding CWSM appointment.
  
  To reach that stage in OCS,
  1. Complete TST and pass IPPT (veto factor).
  
  To hold that appointment,
  1. Handpick by platoon PC.
  (FYI, One wing = 3 platoon so there will be one key appointment holder from each platoon. Namely, CWC, CW2IC and CWSM)

  Nobody will have the photos of all the OCT appointment holder ranks for the simple reason that appointment holders have to return the epaulettes at the end of their appointment, cannot keep.. well at least that was the case back in 2001.
  
  Btw, for the cadet school appointments, i wonder why can't we just have a MAJ or a LTC's crabs with 3 white bars instead of the complicated designs in use currently.
